You ask a good question.
There are two reasons that a tongue can be pale: Cold OR Blood Deficiency. That’s the tricky thing about a pale tongue, as we often need more information such as the coating and other signs and symptoms.
In this case, there is no other mention of Blood, plus the coating is moist. We have to think, “Why is the coating moist?” Well, it’s likely due to all the Cold, and the body isn’t able to warm/transform fluids very well anymore.
