You can consume raw elderberries in a vinegar. As you’ll see in Seraphina’s recipe int he internal medicine making section: Elderberry Oxymel Vinegar, there is no heat applied. There are also other methods of making vinegars and oxymels that do you use heat, which will allow the extraction to occur within 10 minutes, rather than having the mixture sit for between 10 and 30 days.
