Hi there!
I have found a company called La Turquoise in Quebec through my naturotherapy association. They are a part of Intact Insurance and I am in the middle of filling out the forms. It looks as though it will be about 300$ yearly for 2M coverage for herbalism practice.
I have also just finished most of the required course in food safety online and just have a verbal exam to complete.
Still waiting for the quebec permit (MACAP) to be approved for selling herbal products.
