I just checked and Harmonic Arts are carrying milky oats.
I saw that you’re located in Kelowna. While research herbal dispensaries/farms in your area, I found the Okanagan Herb & Lavender Farm. They don’t carry milky oats however, it looks like they have a nice selection of other herbs.
