I must admit, I personally do not have experience with melt and pour soaps, but in your situation, as long as you don’t mid the look of the soap, having the lavender dispersed is not a problem. If you don’t like the ‘bruised’ look (this is just how lavender leaches it’s colour/medicine into a menstruum and in this case the colour can’t go very far) you could just work with lavender essential oil and add some colour if that is what you are looking for as a result!
It’s personal preference I think at this point, but just to ease your mind the way that the lavender looks is not physically detrimental to the product or your skin.
