Again, you’re asking good questions and thinking deeply on this. What you’re asking makes us discuss rashes in general, which is what I will do, but just know that what I will tell you has no bearing on the question because the question doesn’t go so deeply into the theory.

What we must do with the question is just identify that there *was* Wind on the Exterior and now there is Internal Wind.

While rashes would be considered on the ‘exterior’ part of the body, they are usually a combination of a few things:
1. Internal Wind
2. Dampness (if they weep)
3. Blood Deficiency
4. Heat

These all don’t have to exist at the same time (but they can)!

This is why certain acupoints are mainstays for treating such things:
1. GB20 for Wind
2. SP9, SP6, and ST40 for Damp
3. SP10/UB17, REN4, LV8, SP6 to Tonify Blood (“so Wind has no room to reside” — let me know if you need clarification on this)
4. LI11, LI4, DU14 for Heat; PC3, SP10, UB40 (LI11 is a principle point for skin conditions, while PC3, SP10 & UB40 Cool the Blood)

Finally, to answer your question succinctly: Yes. The Exterior Wind moved Interior and now the shellfish is exacerbating the issue.
