As far as I have read it would seem that the emulsifier amount is in relation to the oil and not the water based ingredients. So it would seem that if you are only changing the water amount, then the emulsifier would stay the same.
I’ve been reading that the emulsifier amount is about 20-25% of the oil/fat amount. For the facial lotion the amount of emulsifier is closer to 30% so you could try reducing it a little bit, but perhaps try with he original amount at first.
