Yes use the flower heads and you could ad the ring of leaves around the flower head. You can use your 90 proof alcohol which I think is about 45% so I would recommend doing the calculation to ‘water’ it down to 25%-30%.
For example if you have 20 g of red clover and you are doing a dried tincture 1:5 then your mentsruum should be (20 x 5) 100 mL. If you have 45% and you are trying to make 100 ml of 25% menstruum for the tincture this is the calculation:
25/45 x 100 = 55% essentially.
So 55% of your menstruum will be the (90 proof/45%) alcohol and 45% of your menstruum will be water.
If you are looking for 100 mL total this is simple as it is 55 mL of alcohol and 45 mL water. Mix these together to create your 25% strength menstruum that you would then put your 20 g of clover in.
This may seem very complicated at first but once you practice a few times it starts to become easier to figure out.
