Yes you have a dandelion there. The one solitary flower per stem is the one directly under the flower that attaches to the plant, yes. Here’s an example of NOT solitary flower per stem: https://images.app.goo.gl/sF1bECaaCMaKU8jN6
The other identifying characteristics you mentioned (smooth, with hollow stem and milky latex) are all dandelion. You got it no problem. Now that you are sure about dandelion, when you do come across lookalikes (hawksbeard, coltsfoot, etc.) you will see the differences.
