That is a great question. You can say something like ‘Muscle Rub’ since it isn’t necessarily making a claim that it will relax your muscles, or relieve pain. It’s just saying that you can apply it to your muscles.
As for ‘Headache Rub’ that starts to get a bit closer to a claim, but still isn’t saying ‘this will take your headache away’ for example.
Healing Salve is a vague claim, but still a claim to a degree. I would stay away form using the words ‘heal’, ‘cure’, ‘treat’,
‘relieve?’ etc.
All of these names and products that you are seeing, they may just be taking the risk and going for it, or they may be registered through Health Canada (therefore able to make the claims they are registered for) or unaware of the situation they could get in by making claims.
