Hi Fara,
Correct, you shouldn’t use fod scraps as sheet mulching unless there are no plants currently planted in that plot as the scraps will take nitrogen from the soil while they are decomposing. You could use them to sheet mulch in the fall when you put your garden bed to ‘sleep’ for the winter as part of the layering.
