Hi Katy.
I believe there shouldn’t be any problem with using the same menstruum to macerate the fresh lemon balm in, if anything, it will be more potent! The same goes for the Usnea maceration – the alcohol from the first extraction means it will have been preserved and it should be okay to use for a second extraction.
