The short answer is Yes you could use rose water instead of rose hydrosol.
The difference being that rose water tends to be made from essential oils or extract diluted into water, where rose hydrosol is the result of rose petals (and often leaves) being steam distilled. The rose hydrosol will be a bit more gentle on the skin and contains more of the whole essence of the plant. This can vary depending on the company that made the product, but that is the general difference.
